I would not rate your hotel as a 4 Star Hotel at all. 3 Stars is the max. Your Hotel needs a total overhaul if you want to get back to a 4 Star Hotel Standard.

Great location, room was what you expect, clean and nothing too special. Staff was not overly helpful, you had to ask a lot of questions, and breakfast was poor.
